Subject: Project Silo and Proposed Data Center Moratorium — Request for Written Clarification

Mayor Mills, Mayor Pro Tem Padilla, and Members of Brighton City Council,

I am requesting written clarification about how any proposed data-center moratorium would apply to Project Silo / Willard Property.

Please identify whether Project Silo would be subject to the moratorium; whether any pending-application, grandfathering, vested-rights, savings-clause or other exception is contemplated; what Project Silo reviews or applications would continue during the moratorium; and the legal basis and date for any claimed vested right or exemption.

Please make the draft moratorium language, including definitions and exemptions, available before Council action so the public can understand its actual scope.

Please respond in writing and identify supporting public records.
